Our Dodge Grand Caravan ('98)had the same problem and this ended up being the clockspring in the steering column that links all of the electrical devices in the steering wheel with all of the sensors under the hood, etc. This had to be replaced at about $600; interestingly enough, we just received a recall notice regarding the clockspring in these Dodge/Plymouth vans; we will be reimbursed for the repair; if you have not repaired yours, you should, as the airbag, etc will not work without a funcitoning clockspring, and you can prob have the dealer do it for nothing due to the recall.

No, the check engine light doesn't. I have been driving the van consistently, the airbag light stays on, and it weems to work just fine for me.
